The Richmond Refinery Construction Lead plays a pivotal role in the successful execution of large-scale construction, maintenance, and upgrade projects at the refinery located in Richmond. This position involves leading a multidisciplinary team while ensuring safety, quality, budget, and schedule commitments are met. The Construction Lead will be responsible for coordinating all field construction activities, liaising with contractors, stakeholders, and internal departments, and driving the completion of refinery projects in accordance with industry and regulatory standards.

Responsibilities for this position may include but are not limited to:

  • Project Leadership: Oversee all aspects of construction activities across multiple projects within the Richmond Refinery.

  • Team Management: Lead, mentor, and supervise a team of construction supervisors, engineers, and craft personnel, fostering a culture of safety, collaboration, and continuous improvement.

  • Planning & Scheduling: Develop, implement, and optimize project schedules. Work closely with planning teams to ensure resource availability and efficient sequencing of work.

  • Budget & Cost Control: Monitor construction costs, manage budgets, and recommend cost-effective strategies without compromising quality or safety. Assist in estimating project costs for future work.

  • Contractor Coordination: Interface with third-party contractors, ensuring scope compliance, quality standards, and timely execution of contracted work.

  • Stakeholder Engagement: Communicate progress, challenges, and solutions to refinery leadership, project managers, and external stakeholders. Act as the primary field representative for construction matters.

  • Quality Assurance: Ensure construction work meets all design specifications, codes, and refinery standards. Oversee quality inspections, punch lists, and handover processes.

  • Safety Leadership: Champion a strong safety culture by enforcing refinery and OSHA safety protocols, conducting safety audits, and ensuring all personnel adhere to best practices.

  • Resource Management: Coordinate the allocation of labor, equipment, and materials to meet project milestones and adjust resources as project needs evolve.

  • Problem Solving: Anticipate and resolve technical, logistical, or personnel issues that arise during construction, escalating as necessary for quick resolution.

  • Regulatory Compliance: Ensure all construction activities are in strict compliance with local, state, and federal regulations, environmental permits, and refinery procedures.

  • Documentation & Reporting: Maintain thorough documentation of construction progress, change orders, incidents, and other relevant records. Prepare regular reports for project leadership and stakeholders.

  • Continuous Improvement: Identify and implement process improvements to increase construction efficiency, safety, and quality for present and future projects.

Required Qualifications

  • Bachelor’s degree in Construction Management, Engineering, or a related field preferred. Equivalent experience will be considered.

  • Minimum 8 years of progressive experience in refinery, petrochemical, or heavy industrial construction, with at least 3 years in a supervisory or lead role.

  • Demonstrated experience managing multi-million dollar construction projects in an operational refinery environment.

  • In-depth knowledge of refinery safety protocols, construction best practices, and relevant regulatory requirements (e.g., OSHA, EPA).

  • Strong leadership, communication, and interpersonal skills with a proven ability to motivate teams and drive results.

  • Proficient in the use of project management software (e.g., Primavera P6, MS Project), Microsoft Office Suite, and construction documentation tools.

  • Skilled in contractor management, negotiation, and conflict resolution.

  • Ability to read and interpret construction drawings, P&IDs, specifications, and contracts.

  • Familiarity with turnaround, shutdown, and brownfield/greenfield project execution in a refinery setting.

  • Strong analytical and problem-solving skills; able to make sound decisions under pressure and in dynamic environments.

  • Excellent organization and time-management abilities, with attention to detail and commitment to quality.

  • Valid driver’s license and the ability to work extended hours, weekends, and holidays as needed.

Work Environment & Physical Requirements

  • Work is performed at the Richmond Refinery and associated field sites.

  • Exposure to loud noises, temperature extremes, heights, and hazardous materials is common; adherence to PPE requirements is mandatory.

  • Position may require climbing ladders, traversing uneven ground, and entering confined spaces.

  • Flexible schedule required, including potential for night, weekend, or holiday work based on project needs.

  • The compensation and reference to benefits for this role is listed on this posting in compliance with applicable law. Please note that the compensation and benefits listed below are only applicable for U.S. payroll offers.

  • The anticipated salary range for this position is $153,900 – $266,800. The selected candidate’s compensation will be determined based on their skills, experience, and qualifications.
